Hankins and Anderson, Inc., a Richmond-based consulting engineering firm, has announced that Michael Manos, P.E. has joined the firm as a Project Manager. Mr. Manos was formerly with HC Yu and Associates.

Virginia A&E, based in Forest, VA, is pleased to announce Steve Hovis, P.E., CEM, LEED has joined the firm as Project Manager/Mechanical Engineer. Mr. Hovis is a Virginia Registered Professional Engineer, a Certified Energy Manager through the Association of Energy Engineers, as well as Accredited in the Leadership in Energy and Environmental Design (LEED) through the United States Green Building Council. He has 9 years experience in a broad range of renovation, new construction, and design-build projects including steam plants and systems, HVAC and specific ventilation systems, chilled water and heating water plants and systems, and process piping and systems. His responsibilities will include project management, mechanical engineering, construction administration, and business development.

Timmons Group is excited to welcome the following two new members to the Utilities Group.
Jim Christian, P.E. has joined Timmons Group in the new corporate headquarters in Richmond as a Senior Associate. Mr. Christian brings over 30 years of design and management experience in water and wastewater treatment, collection, and transmission. Having managed one of ENR’s top A/E firms, his main management assignment is to help facilitate the growth of Timmons Group as they expand their areas of practice and expertise by adding his business expertise to the executive management team of Timmons Group.
Peter Brooks, P.E. has also joined Timmons Group’s Utilities Group as a Project Manager. Prior to joining Timmons Group, Mr. Brooks was the principal of P.M. Brooks Associates (“PMBA”) where he worked on water and wastewater projects throughout the state of Virginia and Kentucky. He is a registered Professional Engineer within Virginia and Kentucky and he holds a certification with the Virginia Department of Health as an Authorized Onsite Soils Evaluator (AOSE).
Timmons Group is also pleased to announce three new additions to its staff.
James Thomas Seaborn, P.E., a licensed Professional Engineer within the states of Virginia, South Carolina, Maryland and Michigan, has been named Project Manager for the Site Development Sector. With over 30 years of previous site development experience he will be an asset to the firm by providing design and project management expertise for commercial and industrial projects. Over the years, Mr. Seaborn has been involved in the development and execution of industrial projects throughout the United States, Asia and Europe. Prior to joining the staff at Timmons Group, he was the project manager in charge of design efforts for several high profile projects.
Timothy Adams joins the Timmons Group team as a Project Engineer in the Infrastructure Sector. Mr. Adams brings over 20 years experience in the public utilities field. His expertise brings an inside understanding of water and wastewater projects and how they relate to municipalities throughout the state. Prior to joining Timmons Group, he was with the Hanover County Department of Public Utilities where he managed capital improvements projects for the County to include water and sewer line rehabilitation and extensions.
Kirsten Munz, P.E., AICP, a licensed Professional Engineer in the state of California, and certified Planner, joins Timmons Group’s Charlottesville office as a Project Engineer III in the Residential Sector. Ms. Munz comes to the firm with a desire to provide our residential clients with exceptional expertise and service. Prior to joining Timmons Group, she resided in southern California where she provided extensive engineering and planning services for luxury residential developments within the City of Palos Verdes Estates.
Timmons Group is pleased to announce that Dwayne Dunevant, LS has been named Partner. Mr. Dunevant came to work for Timmons Group immediately after graduating from Old Dominion University 11 years ago. He began his career as a survey technician and currently is a Survey Manager, overseeing a team of 16 professionals. He received his B.S. degree in Engineering Technology from ODU in 1993. He is a Licensed Land Surveyor (LS) in Virginia and North Carolina and is a member of the Virginia Association of Surveyors and the North Carolina Society of Surveyors.

John Matusik, P.E. of The Engineering Groupe, Inc. has recently been promoted to the position of Regional Manager of the firm’s Piedmont offices. He will continue to work out of the firm’s Loudoun Branch Office in Leesburg where he has been Branch Manager since that office opened in 2000. Mr. Matusik holds a B.S. degree in Civil Engineering and a Master of Science degree in Water Resources from George Washington University. A registered Professional Engineer in Virginia, he is also an Adjunct Professor of Urban Systems Engineering at George Mason University in Fairfax, VA.
Transferring from The Engineering Groupe’s Alexandria office where he acted as Branch Manager, Samer Beidas, P.E. CCM, will now serve as the Branch Manager of the firm’s Loudoun office. Mr. Beidas has more than 18 years experience managing and directing procurement of engineering and construction services and projects in the public and private sector.

Draper Aden Associates is pleased to announce that Angela Werner has recently joined the staff as a Landscape Architect on the Site Planning and Engineering Team in the firm’s Blacksburg office. A graduate of The Ohio State University with a B.S. in Landscape Architecture, she interned with The Community Works Design Group in Riverside, CA.
Draper Aden is also pleased to announce that Anne C. Urenda, P.E. has joined the firm’s staff as a Senior Project Engineer for the Utilities Team in their Richmond office. Ms. Urenda has extensive experience in both project management and the design of water and wastewater projects in the Richmond area. She brings over 16 year’s experience to the Utilities Team. Ms. Urenda earned her BSCE from the University of Colorado and is a registered Professional Engineer in Virginia.

Dewberry Chairman Sidney O. Dewberry, P.E., announced recently that Ronald L. Ewing, P.E., RLS, an engineer with more than 35 years of international experience, will serve as the firm’s next chief executive officer. Mr. Ewing previously served as the firm’s chief operating officer. He will succeed John P. Fowler, II, P.E., who has been with Dewberry since 1983. The transition has been planned for several years, and will enable Mr. Fowler, who has enjoyed a career in infrastructure engineering that has spanned more than 40 years, to continue as an executive advisor and consultant to the firm.
Mr. Ewing joined Dewberry in 2002, and has been instrumental in directing the firm’s operating units in infrastructure, municipal, and environmental engineering; building design; federal programs; and mapping and geodigital services. His prior experience includes serving as the regional general manager for the URS Corporation Mountain Region. He holds a B.S. degree in Civil Engineering from California State University at Fresno.
Mr. Fowler is credited with growing Dewberry’s infrastructure design practice from a small unit of engineers based in Fairfax, VA, to a multi-office consulting powerhouse. Mr. Fowler is an engineering graduate of the University of Kansas, and joined Dewberry after serving as a senior manager with the Missouri-based firm of HNTB for many years.
David S. Maxwell, P.E., has been promoted to associate and manager of the Richmond office of Dewberry. Mr. Maxwell has served as a senior project manager in the office since 2002. He has more than 11 years of civil engineering experience. As manager, he will direct a range of municipal, environmental, transportation, site/civil, and land development services for public- and private-sector clients throughout the region. Mr. Maxwell holds a B.S. degree in Civil Engineering from the University of Virginia.

David A. Nardi, P.E., CEM completed the prescribed standards for certification for becoming a Certified Energy Manager. Mr. Nardi earned a B. S. degree in Mechanical Engineering from Virginia Tech and is currently working on acquiring his Masters in Engineering Administration also at Virginia Tech. He predominantly works on heating ventilation and air conditioning projects including the controls associated with these systems.
Jacob B. Fauber, E.I.T. has joined the firm as a graduate engineer in the mechanical engineering department. Mr. Fauber earned a B.S. degree in Mechanical Engineering from Virginia Military Institute. In his new position, he will be focusing on heating ventilation and air conditioning projects.

Phillip C. Harris, P.E., has been assigned the position of Director of Project Management.  In his new position, Mr. Harris will be responsible for implementing company-wide project management processes and procedures focused on meeting and exceeding client expectations. He earned a B.S. degree in Civil Engineering from Virginia Tech and is registered in several states as a professional engineer and fire protection engineer.
Warren M. Childress, P.E., LEED® AP has been assigned the position of Manager of Mechanical and Electrical Design.  Mr. Warren will handle management responsibilities associated with mechanical and electrical design departments focused on design quality and meeting schedule commitments. He earned an electrical engineering degree from Virginia Military Institute. A registered professional engineer in several states, Mr. Childress is also a LEED Accredited Professional.
J. Todd Owen, P.E., LEED® AP has been assigned the position of Manager of Construction Phase Services. Mr. Owen will be responsible for implementing company-wide construction phase services, processes, and procedures focused on adding value to our clients’ projects through the post-design stages of construction, start up, commissioning, and life cycle operations. He holds a B.S. degree in Electrical Engineering degree from Virginia Tech. He is registered in several states as a professional engineer and is a LEED Accredited Professional, a registered Building Systems Commissioning expert, and a Licensed Master Electrician.

Engineering Concepts, Inc. (ECI) has promoted Bobby Wampler, P.E. to the position of Vice President. He is a graduate of Virginia Tech with a B.S. degree in Civil Engineering. Mr. Wampler has worked on ECI’s land development, utility design, and economic development teams since joining the firm in 1995. In 2002 he was promoted to Design Manager.

Hayes, Seay, Mattern & Mattern, Inc. (HSMM), one of the largest architectural and engineering design firms in Virginia, has announced the promotion of Gary F. Arnold, AIA, to Vice President. Mr. Arnold joined HSMM in 2001 as a project manager, achieving Associate status, and later became Regional Manager of HSMM’s Hampton Roads regional office. He will continue to provide leadership in planning and managing all activities of the Hampton Roads regional office, including all aspects of project acquisition, execution, and completion. During his more than 25 years of professional practice, Mr. Arnold has received recognition for his design excellence through a number of regional and state design awards programs. He is an active member of the Hampton Roads Association of Commercial Real Estate (HRACRE), Society of American Military Engineers (SAME) – Hampton Roads and Peninsula posts, and Virginia Economic Developers Association; and currently serves as Secretary and a member of the Executive Committee of the Board of Directors for the Virginia Society of the American Institute of Architects.
William G. Porter, P.E., has been re-elected to serve on the HSMM Board of Directors for a three-year term. He was also re-appointed to serve as the Corporate Treasurer and Chairman of the Corporation’s Finance Committee for a one-year term. As Senior Vice President at HSMM, Mr. Porter functions as Market Director for the Justice and Public Safety market segment. In this position, he is responsible for mapping strategies to successfully design and service clients for HSMM’s judicial, public safety, and corrections projects.
Mindy D. Bockrath has joined the Virginia Beach office of HSMM as business development coordinator. Ms. Bockrath, a member of the American Marketing Association, is currently working on her MBA with a concentration in marketing at Old Dominion University.
HSMM has announced the advancement of Wilbur W. Hogge, P.E. to Principle Associate, as well as the promotions of S. Belinda Redd, P.E. and Paul T. Garrison, P.E. to Senior Associate. Mr. Hogge, Operations Manager, joined the firm in 1986. Ms. Redd and Mr. Garrison, project managers, joined the firm in 1984 and 2001 respectively.
HSMM has also announced the advancement of R. Matthew Estes, P.E. to Registered Associate and Cynthia A. Meier to Associate. Mr. Estes serves as Virginia Beach Regional Office highway department head for the firm’s Transportation Division. Ms. Meier, an administrative assistant, joined the firm in 1986.
HSMM also announced the additions of Bryan B. Ruben and Denise Philp to the professional staff in the firm’s Virginia Beach office. Mr. Ruben, a graduate of Ringling School of Art and Design in Sarasota, FL, has joined the firm’s architectural department as an architectural designer. Ms. Philp will assume a secretarial position with the firm.

Booz Allen Hamilton, a global strategy and technology consulting firm, announced recently that Dennis O. Doughty has received the “Engineering Honor Award” from the University of Notre Dame for his significant contributions to the advancement of Engineering. As President of Booz Allen’s Worldwide Technology Business, Mr. Doughty was recognized for his contributions and achievements that serve as an exemplary model for Notre Dame students. Prior to being elected President, Mr. Doughty headed major business units in information technology and telecommunications. He holds a B.S degree in Electrical Engineering from the University of Notre Dame, and an M.S. degree in Computer Science from the University of Southern California. He is based in the firm’s McLean, VA, headquarters office.

Clark•Nexsen, is pleased to announce that Glen McDowell, Vice President and Director of Planning, has been honored by the Navy and presented with the Navy Distinguished Civilian Service Award (DCSA), which is the highest honor a Navy civilian can attain. Rear Admiral Richard E. Cellon, CEC, USN recently presented Mr. McDowell with this award. The Navy Distinguished Civilian Service Award (DCSA) is awarded by the Secretary of the Navy (SECNAV) to private citizens, government officials and technical personnel who serve the U.S. Navy as advisors or consultants, and who have rendered distinguished service or made substantial contributions to the Navy’s mission.
Mr. McDowell has over 33 years experience with the Naval Facilities Engineering Command, Atlantic (NAVFAC Atlantic), most recently as Director, Base Development and Planning. Mr. McDowell has been the planner in charge on numerous large master planning and development planning projects for the Department of Defense. Mr. McDowell is a 1970 graduate of Clemson University, where he received a B.S. degree in Civil Engineering. He is a licensed professional engineer in South Carolina and Virginia.

Koontz-Bryant, a Richmond, VA, based consulting firm, has recently announced several new staff additions at the firm. Billy Coward has joined the firm’s staff as an environmental specialist with the firm; Paul Love is an engineering designer in the commercial-development group; Brandon Ray is project engineer in the residential-development group; and Andrew Sisson is a landscape architect in the land planning group.

Jason Young has recently joined the professional staff at Joyce Engineering, Inc. as an environmental technician.

Michal Lipson, a Cornell University assistant professor of electrical and computer engineering, is among this year’s recipients of the National Science Foundation’s (NSF) Career Awards. The NSF Faculty Early Career Development Program offers NSF’s most prestigious award for new faculty members, supporting the early career development activities of those teacher-scholars who are considered most likely to become the academic leaders of the 21st century.
As an award recipient, Ms. Lipson will receive a five-year grant of $450,000 to support further research efforts in photonics, an engineering field in which circuits consist of tiny beams of light interacting on a chip. The result, she says, will be low-power, high-bandwidth, high-speed and ultra-small optoelectronic components.
Research funded under the new grant will continue to focus on the development of all-optical and electro-optical circuits. She also will study ways to connect photonic circuits to the rest of the world.
Ms. Lipson studied physics at Technion-Israel Institute of Technology located in Haifa, Israel, receiving her B.A. in 1992, M.S. in 1993 and Ph.D. in 1998. From 1998 to 2001, she worked as a postdoctoral researcher at the Massachusetts Institute of Technology before joining the Cornell faculty in the fall of 2001.
