October 2005 Virginia Engineers On The Move
 

Rekha Adla, Jimmy Rathod, E.I.T. and Venkat Malkayigari, E.I.T. have joined the engineering team at the Bury+Partners Fairfax office. Ms. Adla is a graduate of George Mason University with a M.S. degree in Civil and Environmental Engineering. Mr. Rathod and Mr. Malkayigari both possess M.S. degrees in Civil Engineering from the University of Missouri at Rolla. They will be involved in civil engineering projects throughout the Commonwealth.

Hankins and Anderson, Inc., recently announced that Martin Smith, II, has joined the firm as a Facility Security Officer. Mr. Smith was formerly with Capgemini Government Solutions LLC in Herndon, VA.

Robert Kerr, President of Kerr Environmental Services Corp., has announced the hiring of Kristen M. Shacochis-Brown as a Senior Environmental Scientist responsible for wetland permitting, wetland delineations and mitigation design. Ms. Shacochis-Brown has 6 years previous experience with the Department of Environmental Quality (DEQ), North Carolina Department of Transportation and the Army Corps of Engineers. Her experience includes 404/401 permit processing, wetland delineations, threatened and endangered species surveys, mitigation plans, and coordination with permitting agencies. Ms. Shacochis-Brown has a B.S. degree in Forestry and Wildlife from Virginia Tech and a M.S. degree in Environmental Science from Christopher Newport University.

Anderson & Associates, Inc. would like to welcome the following new employees:
Bob Curd as Middletown Project Engineer; Toby Mills as Blacksburg GIS Technician; Scott Rapier as Fredericksburg Party Chief; Ken Richardson as Blacksburg Project Engineer; and Susan Stanford as Tri-Cities Survey Technician.

Philip D. Quillin, II, P.E. has been promoted to chief structural engineer at MMM Design Group. In his new position, Mr. Quillin will be responsible for the overall management of the structural engineering division of the firm, in addition to managing key projects and initiatives within the division. He has over 13 years experience in structural engineering design, project management, and the inspection of bridges, buildings, waterfront structures, roadways, drainage systems and miscellaneous structures. He graduated from Clemson University with a B.S. degree in Civil Engineering.

Michael J. Cohen has joined Fairfax, VA-based Dewberry as a construction services manager and project coordinator in the mid-Atlantic region. An engineer with more than 35 years experience, Mr. Cohen will work with Dewberry’s regional offices in Northern Virginia and Maryland and will be responsible for overseeing construction inspection and field engineering services. A graduate of Northeastern University with a B.S. degree in Civil Engineering, he is a past three-term member of the Engineering Consultants Leadership Committee of the Virginia Transportation Construction Alliance. Previously a member of the VDOT Commissioner’s Roundtable, he continues to serve with the Construction Engineering Sub-Group.

Wiley & Wilson, Inc. is pleased to announce the following staff promotions.
Thomas L. Fitzgerald, P.E., has been promoted to Project Manager. Mr. Fitzgerald will be responsible for delivering services for their local government clients including project planning, budgeting, design, contracting, and construction administration. He is president of the Lynchburg Branch of the American Society of Civil Engineers and holds a B.S. degree in Civil Engineering from the University of South Carolina.
Kristopher S. Turpin, P.E., has been promoted to Engineer in the Mechanical Engineering Department. Mr. Turpin is a mechanical engineer and works on HVAC, central plant, and distribution system design for private and government clients. He holds a B.S. degree in Mechanical Engineering from Virginia Military Institute.
C. Robert L. Mangrum, P.E., DEE has joined the firm as a Project Manager. Mr. Mangrum will be responsible for water resource and wastewater treatment projects. He holds a B.S. degree in Civil Engineering from Clemson University and a M.S. degree in Environmental Engineering from Virginia Tech.

Resource International Ltd., would like to announce the following additions to their staff.
Angelique Ford has rejoined Resource as an Administrative Assistant for the Executive and Marketing Departments.
James Brent, P.E., has joined the Land Development Department as a Senior Project Engineer. He has over 15 years experience in both the private and public sector and will concentrate on residential and commercial land development projects including stormwater management and utility design.
Steve Grant, E.I.T., has joined the Land Development Department as a Staff Engineer. A 2005 graduate of Southern Illinois University, Mr. Grant holds a B.S. degree in Civil Engineering.

Hayes, Seay, Mattern & Mattern, Inc. (HSMM), recently announced the promotions of Allen B. Crocker, P.E., CEM, LEEDâ„¢ AP; Robert W. Foard, III, P.E.; Jim Fowler; Shirley Troutt; and Sandy Workman to Senior Associate.
Mr. Crocker has been with HSMM for 13 years and currently serves as the Mechanical Department Head. He is responsible for the engineering and design of HVAC, piping and plumbing, and other mechanical systems for a variety of facilities. He received his B.S. degree in Mechanical Engineering from Auburn University.
Mr. Foard has been with HSMM since 1967. As a structural engineer and Structural Department Head, his responsibilities include final checking of structural documents as part of the firm’s quality control, as well as structural design of industrial and institutional buildings, water and sewage treatment facilities, parking structures, retaining walls, dams, highway and railway bridges, and rapid transit structures. Mr. Foard received his B.S. degree in Civil Engineering from Virginia Tech.
Mr. Fowler is a project manager and lead bridge engineer in the Roanoke Bridge Department of the HSMM Transportation Division. He has more than 40 years experience in the design and management of bridge projects, 19 of them at HSMM. Mr. Fowler received his B.S. degree in Civil Engineering from the University of Nebraska and is a registered engineer.
Ms. Troutt joined HSMM in 1987 and is the administrative assistant to the firm’s executives, its board of directors, and its executive committee. She administers corporate policy, develops and maintains board and executive correspondence, manages professional registrations of the firm’s architects and engineers, and manages HSMM’s reporting requirements in the many states and various nations in which the firm conducts business.
Ms. Workman currently serves as department head of the firm’s Imaging, Modeling and CADD services. Her responsibilities include directing the activities of the department and support of the firm’s production CADD programs that include AutoCAD and MicroStation, along with 3D modeling and imaging. She conducts and directs training sessions for the firm’s 400+ CADD users. Ms. Workman graduated from East Carolina University with a B.S. degree in Industrial Arts and joined HSMM in 1997.
HSMM also announces the promotion of Bill Clendenin, P.E., FPE, LEEDâ„¢ AP; Kamran Khalilian, P.E.; Harold Plott, P.E.; and John Spyhalski, P.E., DBIA to Principal Associate.
Mr. Clendenin joined HSMM in 1985 as a mechanical engineer. Since 2000, he has been an integral part of HSMM’s project management team providing oversight and coordination of the architectural, engineering, construction administration and support staff assigned to his wide range of projects including the Carilion Medical Center Consolidation and many projects under the USACE Mobile District MEDCOM contract. Mr. Clendenin received his B.S. degree in Mechanical Engineering from West Virginia University.
Mr. Spyhalski joined HSMM in 1987 and is a project manager for a variety of design-build and conventionally procured projects. Mr. Spyhalski specializes in design-build project management and has in-depth knowledge of the procedures and fast-paced approach to design-build work processes. He has a B.S. degree in Civil Engineering from the University of Kentucky.
Mr. Khalilian is Department Head of the Roanoke Highway Department of the HSMM Transportation Division. He has a total of 21 years experience in transportation engineering, 13 of these with HSMM. A registered engineer, Mr. Khalilian currently serves as a project manger. He received his B.S. degree in Civil Engineering from Southern Methodist University.
Mr. Plott is a project manager in the Roanoke Bridge Department with 33 years experience in the planning and design of bridges, parking garages and design/build projects. He joined HSMM in 1978. A graduate of Virginia Military Institute, he earned his M.E. degree from the University of Virginia.
The Transportation and Civil/Environmental Divisions of Hayes, Seay, Mattern & Mattern, Inc. (HSMM), announces the promotions of Ann Booker, P.E., Ryan Fedak, P.E., Pamela Mann, P.E., LEEDâ„¢ AP, Jeff McInnis, P.E., Bobby Prince, P.E., and Ian Shaw, P.E. to Registered Associate.
Ms. Booker serves as a project manager for traffic engineering and roadway design projects. Located in HSMM’s Roanoke office, she has seven years experience with the firm. Ms. Booker received her B.S. degree in Civil Engineering from North Carolina State University.
Mr. Fedak, located in the Highway Department of HSMM’s Roanoke office, is involved primarily in hydraulic and drainage projects. He has been with the firm since 2002. Mr. Fedak received both his B.S. and M.S. degrees in Civil Engineering from Virginia Tech.
Ms. Mann is a registered professional civil engineer with 12 years experience in the structural engineering field, 4 years of it with HSMM. She is located in the firm’s Roanoke Bridge Department. Ms. Mann received her B.S. degree in Civil Engineering from North Carolina State University and her M.S. degree in Civil Engineering from the West Virginia Institute of Technology.
Mr. McInnis currently serves as department head of Roanoke’s Environmental Department of the firm’s Civil/Environmental Division. Mr. McInnis is an experienced environmental engineer and has been with HSMM since 1996. He received both his B.S. degree in Civil Engineering and his M.S. degree in Environmental Engineering from Virginia Tech.
Mr. Prince is a registered professional civil engineer in HSMM’s Roanoke office Bridge Department. Mr. Prince has seven years experience with the firm. He received his B.S. degree in Civil Engineering from Virginia Military Institute and his M.S. degree in Civil Engineering from Virginia Tech.
Mr. Shaw serves as a project manager and department head of HSMM’s Roanoke Environmental Sciences Department of the firm’s Civil/Environmental Division. During his five years with the firm, he has managed and performed a wide range of environmental engineering services, including site assessment/remediation, wastewater and stormwater management, permitting, and pollution prevention. Mr. Shaw received his B.S. degree in Civil Engineering from Virginia Tech.
HSMM also announces Rachel E. Diamond recently passed the National Council for Interior Design Qualification (NCIDQ) examination, and has become a Certified Interior Designer in the Commonwealth of Virginia. Ms. Diamond earned a B.A. degree in Fine Arts, Interior Design in 2002 from Virginia Commonwealth University.

Koontz-Bryant has recently announced that Gregory C. Lumpkin has joined the staff as information technology manager. He was previously with Timmons Group.

William “Bill” Hrank is principal consultant for PSI Phase II/III ESA service line. Mr. Hrank is the firm’s environmental services department manager.

McKinney and Co., has announced that Kara Ewing has joined the staff as a designer in the electrical-engineering departmment. Previously she had been with Prestige Construction Group.
The firm also announced that Claiborne F. Blackley III is a senior civil engineer. He was previously with URS Corp.

Sara Truitt has joined Baskervill as an interior designer with the hospitality team.
Richard Gunn has joined the firm’s healthcare team as an intern architect and Ashley Nedza has joined the healthcare team as a project designer.
Brent Stevens has recently joined the staff of Baskervill as a project architect.

Bowman Consulting, is pleased to announce the selection of Jeff Blair to lead its Maryland operations. Mr. Blair will have responsibility of Bowman Consulting’s Rockville and Annapolis offices. He will also lead the firm’s strategic initiative to establish offices in other growing areas of Maryland. Most recently, he
was branch manager of Bowman Consulting’s Alexandria office.
He has over 18 years of experience in the engineering business and a B.S. in Civil Engineering degree from The Ohio State University.

Laurie A. Gilmer, P.E. has accepted a position with Facility Engineering Associates, P.C. (FEA) as Project Manager in the Facility Management Consulting Services and Repair and Restoration groups at its new San Francisco, CA office. Ms. Gilmer joins FEA from Winzler & Kelly Consulting Engineers. Ms. Gilmer brings over 7 years experience as a project manager and mechanical engineer to FEA. Her responsibilities included client management, project management, and design for a variety of multi-discipline new construction, remodeling, and rehabilitation building projects.

 

In Memoriam

It is with regret the recent death, following a five year battle with cancer, of William Franklin (Bill) Wise, owner of Wise & Associates, Consulting Engineers for 35 years, is announced. A 1961 graduate of VPI and a member of the Corps of Cadets, he was listed in Who’s Who Among American Professional Engineers, received a lifetime achievement award from the American Society of Civil Engineers (ASCE) and was a member of the National Society of Professional Engineers (NSPE), the Virginia Rural Water Association, the Ruritan Club, the VPI Student Aide Association, and Summit Church of the Brethren.
