Juvenile Detention Facility Opens
November 18, 2004

City officials commissioned the design and construction of the new 54,871-square-feet Virginia Beach Juvenile Detention Center.

Dr. Terry Jenkins, Director of the Virginia Beach Department of Human Services, commented, “The detention center offers us the opportunity to intervene in the lives of troubled youth and their families.” Dr. Jenkins added, “By working together as a community, we can find positive ways to change lives by changing behavior.”

According to E. Wayne Mortimer, AIA, project manager and associate with Hayes, Seay, Mattern & Mattern, Inc. (HSMM), the Virginia Beach architecture and engineering firm contracted to design the detention center, “The design philosophy was to provide a safe and secure facility that blends in with the Colonial architecture of the municipal center complex. He added, “The City and local justice system now have a means to house juveniles in their community where they can receive positive influences from local support groups and their families.”

Mayor Meyera E. Oberndorf remarked “while no city official wants to ‘celebrate’ the opening of a juvenile detention facility, Virginia Beach has a responsibility to its youth who are in need and to their families.” Mayor Oberndorf concluded, “In that regard, this opening is a blessing in that we can finally bring our children home.”
