NAVFAC Washington Awards Contract

Naval Facilities Engineering Command (NAVFAC) Washington recently announced that it awarded Hensel Phelps Construction Company, Chantilly, Va., a contract in the amount of $312,495,000. NAVFAC Washington awarded the contract for Design/Build to Collocate Military Department (MILDEP) Investigative Agencies, Marine Corps Base, Quantico, Va.

The project involves the construction of a multi-story facility/facilities for the BRAC-directed collocation of Military Department Investigative Agencies (MDIA) composed of the Defense Intelligence Agency (DIA), Headquarters Naval Criminal Investigative Services (NCIS), Headquarters Air Force Office of Special Investigations (AFOSI), Headquarters Army Criminal Investigation Command (CID) and the Defense Security Service (DSS). It also includes the construction of a collocated “School House” for the Joint Counterintelligence Training Academy (JCITA) and the DSS and off-site development of utilities, bridge and roadway improvements.

The project will be performed at the Marine Corps Base, Quantico, Va., with the facility fully operational by September 2011.

NAVFAC Washington competitively procured the contract by using the Design/Build process in the Navy Electronic Commerce Online (NECO) and Federal Business Opportunities websites. NAVFAC Washington received five proposals for Phase I. Three of the five proposals were then selected to compete in Phase II of the project with Hensel Phelps being the selected winner.
