Wiley & Wilson, Inc. is pleased to make the following staff addition and promotion announcements.
Kelly D. Cole, P.E. has joined the firm as an engineer in the civil engineering department. In her new position, Ms. Cole will focus on storm water collection and treatment, design of site grading, as well as water and wastewater treatment projects. She earned a B.S. degree in Engineering from Virginia Tech.
Jimmie L. Moorefield, Jr. has been promoted to designer in the structural engineering department. Mr. Moorefield is responsible for structural CAD drawings and component design for industrial, military, and institutional projects. He is currently working towards obtaining a B.S. degree in structural engineering through Old Dominion University.

John S. (Skip) Groupe, IV, President of The Engineering Groupe, Inc. of Woodbridge, has announced that Lew Rowles, has been promoted to the position of Manager of the House Grading Department, South Division. Working out of the company’s South (Fredericksburg) office, Mr. Rowles will be responsible for coordinating all house grading operations from client contact through house grading to plan approval. He has 39 years experience in management, engineering design, construction inspection, and overall project management.

McKim & Creed, an engineering and surveying firm with offices throughout the Southeast, is pleased to announce the following professionals have joined the firm’s Virginia Beach office:
Jennifer Ahlberg comes to McKim & Creed as an administrative assistant. In her new position, she will handle administrative operations and assist with developing proposals, interview materials and promotional events. Greg Repinski, P.E., has joined the firm as a mechanical engineer. A graduate of Old Dominion University, Mr. Repinski has extensive experience in water and sewer hydraulic modeling.
Mike Zelibor has joined the firm as an intern, providing civil and structural design components to land development and industrial clients. He is a graduate of Tidewater Community College and is currently pursuing a civil engineering degree at Old Dominion University.

HC Yu and Associates, a professional consulting engineering corporation, would like to announce the following staff additions.
Dania D. Austin has joined the firm as an Electrical Engineer. Prior to HC Yu and Associates, Ms. Austin was employed by Mark Ulrick Engineers, Inc. in Philadelphia, PA.
Charles M. Durand joined the firm as a Senior Electrical Designer. Mr. Durand is an active member of the International Association of Electrical Inspectors (IAEI).
Ronnie Jackson is a Senior Electrical Designer for HC Yu and Associates. Prior to joining the firm, Mr. Jackson worked for Hayes, Seay, Mattern & Mattern, Inc. in Roanoke.
Jack O’Brien has joined the staff as a Technical Services Specialist.

Dawen Lu, P.E., LEED AP, PMP, CPD, has joined the firm as a Senior Mechanical Engineer. Mr. Lu was previously associated with Dunlap & Partners Engineers, P.C. in Richmond.
Cheryl Nuttall, P.E., has recently joined HC Yu and Associates as a Senior Mechanical Engineer. Prior to joining the firm, Ms. Nuttall was associated with Ai Engineering in Richmond.
Mark E. Hanna, C.E.M., has joined the staff as a Mechanical Engineer/Certified Energy Manager. Before coming to HC Yu, Mr. Hanna was a Senior Engineer and Project Manager at Langley Air Force Base in Hampton, working with TEAM Integrated Engineering.
Mirsad Husejnovic is a Fire Protection Designer with the firm. Mr. Husejnovic was associated with Hankins and Anderson.
Kathryn L. Jackson has accepted a position with the firm as a Computer Aided Drafting (CAD) Technician. Prior to joining the firm, Mrs. Jackson was employed by Hampton Roads Mechanical Contractors in Chesapeake.
Elvis Cheatham has been hired by HC Yu and Associates as a Senior Electrical Designer. Mr. Cheatham worked for Ai Engineering in Richmond prior to joining the firm.
J. T. Smith, E.I.T., LEED AP, has joined the firm as a Mechanical Engineer. He was with Moseley Architects in Richmond previously.
Byron Wender has accepted a position with the firm as a Mechanical Designer. Mr. Wender was previously with DJG, Inc. in Williamsburg.
HC Yu and Associates, would like to announce the following employee promotions within the firm.
Paul Kirill has recently been promoted to Manager of Technical and Human Resources as well as named an Associate. He previously held the title of CAD/Systems Manager at the firm.
Kevin R. Sherlock, CIPE, has recently been named Assistant Director of Plumbing and Fire Protection with HC Yu and Associates. Mr. Sherlock has been a staff member at the firm for the past four years.

MMM Design Group is proud to announce the promotion of Thomas P. Herbert, P.E. to vice president and Wayne A. Sutton, III, P.E. to associate.
Thomas P. Herbert, P.E. is a civil engineering graduate of Virginia Military Institute and a MBA graduate from the College of William and Mary. He has been with the firm for nearly three years and has over 25 years of engineering management, business development, environmental compliance, and construction management experience.
Wayne A Sutton, III, P.E., a Virginia licensed professional engineer and an Old Dominion University graduate, has nearly 20 years of engineering experience. His areas of expertise include local government, health care, communication utilities, retail, and historical renovation.
Eugene D. Thayer, P.E. has joined MMM Design Group as a senior civil engineer. Mr. Thayer, a graduate of Virginia Tech, joined the firm in June. He brings over 30 years of civil engineering design experience, including site planning, storm drainage design, utility design, and pump station design to the firm. His most recent work experience includes serving as a project manager and senior civil engineer for Wiley and Wilson in Virginia Beach.
MMM Design Group wishes to extend congratulations to Antonio C. Bassett, P.E., on becoming a licensed Professsional Engineer in Virginia. Mr. Bassett, an Old Dominion University civil engineering graduate, joined the firm in 2000. He has over five years experience in the areas of building design, bridge design, bridge inspection, and bridge repair, as well as the design of waterfront structures.

Hankins and Anderson, Inc., is pleased to announce that Dennis C. Claytor, P.E., a member of the firm’s Structural Department, and Peter R. Chamberlain, P.E., a member of the firm’s Mechanical Department, are now licensed Professional Engineers in the Commonwealth of Virginia.

Joe C. Campbell, a renowned innovator in electrical engineering and nanotechnology has been appointed as the Lucien Carr III Professor of Engineering and Applied Science at the University of Virginia. He is widely credited for having developed the modern-day detectors of laser light used in fiber optics systems in telephone and other telecommunication systems. Dr. Campbell will join the faculty of the Charles L. Brown Department of Electrical and Computer Engineering in January 2006, bringing with him a $3 million laboratory and six or seven graduate students and postdoctoral researchers. He currently serves as the Cockrell Family Regents Chairman in Engineering and Professor of Electrical and Computer Engineering at the University of Texas at Austin. As part of a Board of Visitors initiative, the University is currently in the process of hiring leading researchers and their teams to enhance the University’s overall level of excellence in certain areas of science and engineering. Dr. Campbell is the first of 10 national academies-level researchers to be hired by the University during the next five years as part of this initiative. Dr. Campbell received his B.S. degree in Physics from the University of Texas at Austin in 1969, and his M.S. and Ph.D. degrees in Physics from the University of Illinois at Urbana Champaign in 1971 and 1973 respectively.

Hayes, Seay, Mattern & Mattern, Inc. (HSMM), one of the largest architectural and engineering design firms in Virginia, is pleased to announce the recent promotions of Wade A. Anderson, P.E., J. Scott Hodge, P.E., and Edward L. Janney, P.E. to the position of Vice President. Troy S. Kincer, P.E. and Paul Anderson, P.E., PTOE have been promoted to the position of Assistant Vice President with the firm.
Mr. Anderson joined the staff at HSMM in 1987. He received his B.S. degree in Civil Engineering from Virginia Tech, is a registered professional engineer in Virginia, and is a member of the American Society of Civil Engineers, American Concrete Institute, and the Structural Engineering Institute. Mr. Anderson has served as HSMM’s Roanoke Office Manager since 2003.
Mr. Janney is the Technical Support Manager for Corporate HSMM. His responsibilities include the support of the technical administrative needs firm wide that include all of HSMM’s five divisions, subsidiaries and regions in executing their fundamental business activity of producing and delivering the product of the firm’s services. Mr. Janney has been with the firm since receiving his B.S. degree in 1973 from Virginia Tech.
Mr. Hodge has more than 27 years experience in the transportation industry, 16 of them with HSMM. He is responsible for the overall operations of the Roanoke Transportation Division and also serves as a project manager. Mr. Hodge received his B.S. degree in Civil Engineering from Virginia Military Institute and is a registered professional engineer in Virginia.
Mr. Kincer is the regional manager for the Roanoke operations of the firm’s Civil & Environmental Division. In addition to his regional management duties, he is responsible for managing environmental engineering and environmental science projects for public and private sector clients. Mr. Kincer earned his B.S. degree in Civil Engineering from Virginia Tech in 1982 and joined HSMM in 1986.
Mr. Anderson serves as a project manager and as business development and marketing director for the Roanoke Transportation Division. He has 19 years experience in the transportation field, 17 of those with HSMM. He received both his B.S. and M.S. degrees in Civil Engineering from Virginia Tech.
HSMM has also announced that Lee F. Enzastiga recently received certification as a Professional Engineer in the Commonwealth of Virginia. Mr. Enzastiga received his B.S. degree in Civil Engineering in 1999 from the University of Notre Dame. During his nearly four-year association with the firm in its Virginia Beach office, he has provided structural engineering services for several noteworthy justice and public safety, military, and commercial projects.

Timmons Group, headquartered in Richmond, VA, is pleased to announce that Chris Earley has joined their Commercial Site Development Group as a Senior Project Engineer. Mr. Earley, an LEED™ Accredited Professional combines his 22 years of engineering design experience with a deep commitment to sustainable development through project management, community outreach and a focus on urban infrastructure. He will spearhead the sustainable urban development initiative at Timmons Group. Prior to joining the firm, he managed a variety of civil engineering projects on Maryland’s Eastern Shore. He studied Architectural and Civil Engineering Technology at J. Sergeant Reynolds Community College and was graduated from Virginia Commonwealth University, both located in Richmond.
Timmons Group also recently employed Mike Hall as a Geotechnical Group Leader. Mr. Hall brings over 17 years of geotechnical expertise to the firm and will be responsible for conducting and overseeing the firm’s Geotechnical Engineering Services Group. He comes to the firm from the Structure and Bridge Division at VDOT where he spent twelve years working in the Geotechnical Engineering Section. He graduated from Virginia Tech with a B.S. degree in Civil Engineering. He will receive his Master’s degree in Civil Engineering from the University of Idaho this fall.
Timmons Group also congratulates employees Stefan Brooks, Stuart Little, Ignatius Mutoti, Roger Rodriguez and Chris Strock for recently passing the Commonwealth of Virginia’s rigorous Professional Engineering examination. They are now all licensed Professional Engineers in Virginia.
Stefan Brooks received his B.S. degree in Engineering Technology from Old Dominion University and has over eight years of engineering design experience. He is currently a Project Civil Engineer at Timmons Group with a background in commercial and industrial land and residential subdivision development projects. Mr. Brooks currently works in the Site Development sector’s Education practice. He is based out of the firm’s new corporate headquarters, at the Boulders office park in Richmond.
Stuart Little received his B.S. degree in Engineering Technology from Old Dominion University and has been a member of the firm’s staff for nine years. He has a design background in many aspects of water and wastewater engineering.
Ignatius Mutoti graduated from the University of Sydney with a Master in Environmental Engineering Studies (MES) degree and from the University of Central Florida with a Ph.D. in Environmental Engineering. Dr. Mutoti taught water and wastewater treatment courses and carried out research at the University of Zimbabwe. He is currently associated with the firm as a Process Engineer at the Timmons Group headquarters in Richmond.
Roger Rodriguez received his B.S. degree in Civil Engineering from Virginia Tech. Mr. Rodriguez is currently a Project Manager in the commercial sector at Timmons Group where he oversees land development projects for commercial, industrial, retail and motor sports projects. He has been a member of the firm’s staff for over five years.
Chris Strock graduated from Virginia Military Institute with a B.S. degree in Civil Engineering. Mr. Strock is currently associated with the firm as a Project Engineer for projects within Timmons Group’s Infrastructure market segment. Previously he has been responsible for the site design of prison facilities, jails, courthouses and other local, state and federal projects.

Resource International Ltd., located in Ashland, VA, would like to announce the following recent promotions and staff additions at their corporate office.
Laurel Williams has joined the Environmental Department as a Staff Scientist. She graduated this year from Virginia Commonwealth University with a major in Biology, concentration in Ecology. In her new position, Ms. Williams will be both training and participating in wetland science and permitting type of projects.
Rena’ Robinson has been promoted to the Land Development Engineering Department as an Administrative Assistant. In her new position, Ms. Robinson will work closely with Project Managers to promote better client service and project management. She has been a member of the firm’s staff for seven years and previously had been the Supervisor of Administrative Services.
Michele Morris has recently joined the firm as the Supervisor of Administrative Services. Ms. Morris comes following relocation from the Tidewater area.
Resource International Ltd., would also like to announce the following additional new staff members at their offices.
Tom W. Derrickson, C.L.A., has joined Resource as a Vice President to lead the company’s Land Planning Department. Mr. Derrickson has twenty eight years experience in the industry and brings a unique background to the department. He is a certified landscape architect and also holds a Masters degree in Civil Engineering. Mr. Derrickson will manage all activities within the company relative to development planning, municipal planning, landscape architecture and recreational facilities for private developers and municipal clients.
Donald Bailey, Jr., P.E., P.S. has joined the professional staff at Resource to lead the firm’s West Virginia office, which is now located in Kearneysville. As the Branch Manager, Mr. Bailey will supervise both the land surveying and engineering services provided through that office. He has 30 years experience in the government and private sector.
Charlie Dawson has joined the Land Development Engineering Department as a CAD Technician.

MSA, P.C. is pleased to announce that Michael S. Gaddy, P.E. is now licensed as a Professional Engineer in the Virginia. Mr. Gaddy holds a Civil Engineering degree from Virginia Tech and is a Project Engineer in the Engineering Division.

Wilbur Smith Associates is pleased to announce the promotion of Timothy White, P.E. to Regional Vice President with overall responsibility for management of business operations and business development for the firm’s Mid-Atlantic Region which includes Virginia, Washington, DC., Maryland and West Virginia. As a Senior Project Manager, Mr. White’s experience in traffic engineering and transportation planning projects includes freeway/arterial operations analyses, travel demand forecasting, safety studies, traffic calming studies, traffic simulation analyses, access management studies, signal design and operations, maintenance of traffic, traffic impact studies and parking studies. He has been with Wilbur Smith Associates for 7 years, prior to which he held a number of positions in the Traffic Engineering Division of the Virginia Department of Transportation.

Virginia Geotechnical Services, P.C. is pleased to announce that Jesse N. Darden has been awarded his Professional Engineer’s license in Virginia. Mr. Darden received his Master’s of Science degree in Civil Engineering from Virginia Tech in 2004. His studies were funded in part by a grant from the Virginia Geotechnical Services Continuing Education program. Mr. Darden is responsible for geotechnical investigations and design services.

Neil Holthouser was recently hired as Ashland’s director of planning and community development. He was previously the senior planner for the city of Greeville, NC.

Stephen F. Murman is laboratory director for Froehling & Robertson, Inc. He was previously with Haskell Chemical Corp.
