Richard F. Hezel, II, P.E., has been named an Associate with the structural engineering firm of Dunbar, Milby, Williams, Pittman & Vaughan, P.C. Mr. Hezel graduated from VMI in 1997 with a B.S.C.E. and attended Graduate School at Mississippi State University and Virginia Tech. He has been with DMWPV since April 2000 and has been the Structural Project Manager and/or Structural Design Engineer for numerous projects throughout the Commonwealth of Virginia and North Carolina.

Hankins and Anderson, Inc., a Richmond-based consulting engineering firm, recently announced two new members of the Board of Directors, Dennis E. Standbridge, PMP, Vice President and Larry J. Willis, P.E., Senior Associate.
Hankins and Anderson, Inc., is also pleased to announce that Patrick Hebert, a Project Manager with the firm, is now a certified Project Management Professional. The Project Management Institute administers this certification. In order to achieve the PMP designation, Mr. Hebert has to hold a baccalaureate degree and have a minimum of 4,500 hours of project management experience within the five (5) process groups: Initiating, Planning, Executing, Controlling, and Closing. The exam certifies his level of understanding and knowledge about project management. In order to maintain his PMP designation, Mr. Hebert will be required to demonstrate ongoing professional commitment to the field of project management by satisfying Professional Development Program requirements.

Virginia Geotechnical Services, P.C. (VGS) is pleased to announce the addition of Sheela Mallakunta, E.I.T. to its Geotechnical Engineering Group as a Staff Engineer. Ms. Mallakunta is a 2002 graduate of Osmania University in Hyderabad, India. Before relocating to the United States, she was employed with BHEL as a project assistant working with a team in designing foundations for turbo generators. Ms. Mallakunta will be working with field investigations, laboratory testing and geotechnical design services for the firm.

Resource International Ltd., located in Ashland, VA, has announced the following additions to their corporate office.
Karla Hunt has joined the Environmental Department as a Staff Scientist. She graduated this year from William and Mary with a double major in Geology and Environmental Science. She will be cross training in both wetland science and geology/hydrogeology projects.
Wesley Allen, E.I.T., has joined the Land Development Engineering Department as a Project Representative. He recently graduated from the Lawrence Technology University in Michigan with a Civil Engineering degree. He will be responsible for quality control of various construction projects, currently a waste water treatment facility under construction in Callao.
Stacey Gray has come on board in the Accounting Department as a Project Billing Specialist. She will be working closely with Project Managers to ensure proper billing and invoicing.

Anderson & Associates (A&A) would like to congratulate Lindsay Backus, Blacksburg, on her promotion to Project Engineer; Brad Ball, Blacksburg Project Manager, on passing his registration exam to be a Certified Landscape Architect in the state of Virginia; and David Inman, Blacksburg Project Engineer, on presenting a paper on his master’s research at the Water Environment Federation (WEF) Joint Residuals & Biosolids Conference.
A&A welcomes Corey Carter as Middletown Design Technician; Chris Fewster as Blacksburg Project Manager; Rick Howard as Blacksburg Assistant Project Manager; and Jake Tittle, Tri-Cities GIS/Survey Technician.

Timmons Group is pleased to announce that Allen Finch has been named the firm’s new Director of Marketing. Mr. Finch comes to Timmons Group with fifteen years of global business experience across multiple industries in the areas of marketing, strategic planning, business development, international operations management, public affairs and corporate communications. Prior to joining Timmons Group, he served as Executive Director at the U.S. Chamber of Commerce in Washington, DC. For five years, he held strategic marketing and international management roles at Reston, VA-based Equant, Inc., formerly the Global One telecommunications alliance of Sprint Corp, France Telecom S.A. and Deutsche Telekom A.G. Before Equant, Mr. Finch further developed his marketing skills at PepsiCo Foods International/Frito Lay in Argentina, Uruguay, Paraguay and Bolivia. He has both MBA and Master of International Management degrees from the top-ranked Thunderbird School of International Management and the W.P. Carey School of Business at Arizona State University, both in Phoenix. He received his undergraduate degree from the College of William & Mary in Williamsburg, Virginia.

Earth Tech has recently announced that Stephanie Golembeski has joined the firm as an environmental scientist.

Draper Aden Associates is pleased to announce that Jesse J. Myrick, II, has joined the firm’s staff as a Project Engineer on the Utilities Team in their Richmond office. Mr. Myrick has gained experience in project design and management of utilities projects in the Richmond area working for The City of Richmond, Department of Public Utilities. He earned his B.S. degree in Mechanical Engineering Technology from Virginia State University, located in Petersburg, VA.
Draper Aden Associates is also pleased to announce that Scott W. Adams has joined their staff as an Environmental Technician on the Ecological Services Team in the Richmond office. Mr. Adams has gained experience in wide range of environmental studies, including source water assessments, wetland delineations and mitigation banking, watershed studies and land use. He earned his B.S. degree in Environmental Science from Ferrum College in Ferrum, Virginia.

The Virginia Beach office of Patton Harris Rust & Associates (PHR+A) is pleased to welcome C. Gregory Johnson, P.E. to its staff as the office’s new Director of Engineering. Mr. Johnson received his B.S. degree in Civil Engineering as well as his M.S. degree from the University of Virginia with an emphasis in soils, foundations and structures. With over 25 years of experience, he will be responsible for oversight of the entire civil engineering efforts of the Virginia Beach office.
Stephen W. Siebert, P.E., has recently joined the Chantilly office of PHR+A as a Project Manager in the Civil Engineering department. Mr. Seibert comes to the firm from Arlington County where he was a Design Team Supervisor in the Department of Environmental Services. Mr. Seibert received his M.S. degree in Civil Engineering from the University of Colorado, and his B.S. degree in Civil Engineering from Virginia Tech. Mr. Siebert has over thirteen years of professional experience including the design of mitigation measures for wetland impacts involving detailed hydrologic and hydraulic analyses.

Hayes, Seay, Mattern & Mattern, Inc. (HSMM), announces the following promotions: Michael N. Biscotte, P.E. and James K. Lowe, P.E., Esq., to Senior Vice President. As Director of HSMM’s Buildings Division, Mr. Biscotte has worked on many award-winning projects in his more than 25-year career at the firm. He provides management leadership on many of the firm’s major building projects with budgets exceeding $100 million in construction and has developed a specialty in the design of secure, blast-resistant structures. His career includes considerable achievements in many technical, project management, and leadership positions; and he supports a variety of professional and charity organizations. He received his B.S. degree from Virginia Tech’s Department of Civil and Environmental Engineering, with a concentration in structural engineering, and his MBA degree in Finance from Radford University. He has also earned the distinction of Fellow by the American Society of Civil Engineers.
James K. Lowe joined the firm in 1991 and serves as in-house counsel for HSMM. He holds a B.S. degree in Civil Engineering from Virginia Tech, a Master of Engineering Administration degree from George Washington University, and a Juris Doctor from the George Mason University School of Law. Mr. Lowe is a licensed professional engineer and attorney at law in Virginia, and is a member of numerous professional societies including the National Society of Professional Engineers, Virginia Society of Professional Engineers, Virginia State Bar, VSB Construction Law and Public Contracts Section, American Bar Association, ABA Forum on the Construction Industry and ABA Public Contracts Law Section.
HSMM also announced the additions of Elizabeth Gay and Sarah J. Amelon to the professional staff in the firm’s Virginia Beach office. Ms. Gay, a graduate of Virginia Commonwealth University, has joined the firm’s architectural department as an interior designer. Ms. Amelon, a University of Virginia alumnus, has assumed an engineering designer position within the firm’s mechanical department.
HSMM also announced the promotion of Steven E. Loomis, AIA, to Assistant Vice President. Mr. Loomis joined HSMM in 1991 as architectural department head, achieving Principal Associate status, and later became Regional Market Director in HSMM’s Virginia Beach office where he continues to be responsible for establishing and improving client development and service activities. Mr. Loomis also serves as Justice Design Director. He holds a Master of Architecture degree from Washington University and a Bachelor of Environmental Design degree from Miami University, OH.

John S. (Skip) Groupe, IV, President of The Engineering Groupe, Inc. of Woodbridge, recently announced the promotion of Dimitrios Konstantinou to Field Survey Manager responsible for coordinating all field survey operations out of the company’s Central (Woodbridge) office. Since joining the company eight years ago, Mr. Konstantinou has progressively served in many survey positions. Most recently he served as Field Coordinator for the West (Loudoun) office.

Dennis Ritch has joined Sterling Engineered Sales of Salem as Automation/Control Specialist. Mr. Ritch has more than 16 years experience in electrical and control maintenance. He will be responsible for start-up assistance, technical support, training and programming.

Thompson & Litton is pleased to announce that Eric Gentry, LS has joined its Radford Office. Mr. Gentry will direct Thompson & Litton’s survey practice from that office. He is a Professional Land Surveyor and is licensed in Virginia, Tennessee and West Virginia. He is a 2002 graduate of Virginia Western Community College obtaining his degree in surveying. Mr. Gentry brings with him seventeen years of previous experience in the fields of land surveying and construction. Well versed in the surveying and construction industry, including international work, he has experience in all phases of construction layout as well as all aspects of land surveying.

The Richmond Chapter of the Construction Specifications Institute recently announced the election of new officers for 2005 – 2006. Serving in leadership positions will be: Mike Bricker, President; David Shupe, President-Elect; Duncan Stewart, First Vice-President; Steve Coor, Second Vice-President; Ross Deaver, Secretary; and Gib DeShazo, Treasurer. James Tavener will be serving as Director for 2005 – 2006, and Jim Snowa, Shawn Green, and Bob Weatherford will be serving as Directors for 2006 – 2007.

The Association of State Floodplain Managers (ASFPM) has selected Mike DePue, P.E., senior program manager with PBS&J, to chair its newly formed Cost Savings and Leverage Subcommittee. With anticipated participation from many leaders in the floodplain mapping community, this subcommittee will help identify and address key issues emerging from FEMA’s Map Modernization Program.

MSA, P.C. is pleased to announce that Robert S. Miller, III, P.E., has been elected to the Board of Directors for the Central Business District (CBD) Association of Virginia Beach, VA. The objective of this Association is to promote and coordinate the development of the CBD into Virginia Beach’s major urban center for business, commerce, professional, financial and cultural activities. Mr. Miller is President of MSA, P.C., a regional consulting firm established in 1973 with offices in Virginia Beach and Eastville, VA.
