Hayes, Seay, Mattern & Mattern, Inc. (HSMM), announces the additions of Jill Colmery to the professional staff in Virginia Beach. Ms. Colmery, with a B.S. degree in Textile Design from Philadelphia University of Textiles and Science, and a B.S. degree in Interior Architecture from the University of North Carolina at Greensboro, has joined the architectural department as an intern interior designer.
HSMM also announces that Sarah J. Amelon, E.I.T., Aaron P. Freid, E.I.T. and Nina M. Szewczak, E.I.T. – mechanical engineers with the firm – have earned Leadership in Energy & Environmental Design (LEED) accreditation through the U.S. Green Building Council (USGBC), a coalition of building industry leaders promoting environmentally responsible buildings.
Ms. Amelon, Mr. Freid, and Ms. Szewczak successfully completed the LEED training program and Accredited Professional exam. Accreditation signifies their understanding of sustainable design principles including environmental responsiveness, resource efficiency, and cultural and community sensitivity.
HSMM also announced the addition of Charles T. Shaeffer, P.E. to its professional staff in Virginia Beach. He has joined the firm’s electrical department as a senior electrical engineer. Mr. Shaeffer holds a B.S. degree in Electrical Engineering from the University of Kentucky. He is currently a member of the National Society of Professional Engineers (NSPE) and Vice President of Virginia’s Tidewater Chapter of the Illuminating Engineering Society of North America (IESNA).

McKim & Creed, announces the following professionals have joined the firm’s Virginia offices:
Jonathan Jarrett, E.I.T., has joined the firm’s engineering staff in Virginia Beach. He is a graduate of Old Dominion University with a degree in civil engineering. Previously, he worked with Pinnacle Group Engineering.
Ken Bedio has joined the Newport News office as a CAD technician. He brings four years’ experience in drafting and design to the firm. Prior to joining McKim & Creed, he worked with Thomas Land Surveying in Newport News.

The Chantilly office of Patton Harris Rust & Associates (PHR+A) is pleased to welcome Richard E. (Dick) Burgoyne, P.E., to its staff. Mr. Burgoyne will join the offices Civil Engineering department as a Project Director. He brings over 35 years of widely varied civil engineering experience with an emphasis in the Federal Government sector. Following a 21 year career with the U.S. Navy Civil Engineer Corps, he retired as a Lieutenant Commander. Following his Navy career, Mr. Burgoyne spent 15 years with several well known engineering consulting firms in a number of key roles. His recent projects have included several new U.S. Embassy sites at various locations around the world, and local site development projects for numerous Federal government projects.

Thomas S. Flournoy, P.E., has been promoted to vice president of STV Incorporated. Mr. Flournoy joined the firm in 2004 as manager of the firm’s Washington Metro office. In his new position, he is responsible for operations, administration and business development for STV in the Washington Metro and Virginia markets. He has more than 27 years experience managing multidisciplinary professionals engaged in transportation planning studies, traffic engineering, highway and bridge design, facility design, and municipal engineering. Prior to joining STV, he was a section manager with a renowned international environmental and infrastructure firm. Mr. Flournoy earned a B.S. degree in civil engineering technology from Old Dominion University.

Hankins and Anderson, Inc. announced that Chad Comfort has joined the firm’s Plumbing Department. Mr. Comfort was previously with Clark Nexsen Architects & Engineers in Norfolk, VA, and that Ronald Griffith has rejoined the firm’s Electrical Department. Mr. Griffith was most recently with Engineers Plus of Richmond.
Hankins and Anderson, Inc., also announced that Daniel Lyga has joined the firm’s Mechanical Department. Mr. Lyga was formerly with Bell, BCI.

Wiley & Wilson, Inc. is pleased to announce that R. Corey Clayborne, AIA was recently selected to serve on the Board of Directors for the American Institute of Architects Blue Ridge Chapter. Mr. Clayborne is an Assistant Architect at Wiley & Wilson, Inc. He focuses on planning and design services for local, state, and federal clients. He received a Bachelor of Architecture degree from Virginia Tech.

Timmons Group is pleased to announce four additions to its staff.
John Bennett, P.E. joins the Timmons Group team as a Senior Project Manager in their commercial group. Prior to joining Timmons Group, Mr. Bennett was a Senior Project Manager with APD Engineering, PLLC in Rochester, NY. He attended Clarkson University in New York, where he received a B.S. degree in Civil and Environmental Engineering. He has over 12 years of experience with retail and commercial development projects.
Dave Gardy, LS joins Timmons Group’s Survey Sector as a Group Leader for the Richmond area. Mr. Gardy, previously the Director of Survey with Foster and Miller, has over 25 years of diverse professional and technical experience in the fields of land surveying and consulting engineering, which began following his graduation from VA Tech where he received a Bachelor’s of Arts degree in Communications. Over the years Mr. Gardy has gained progressive experience as a field party chief, field operations coordinator, computer technician and project manager. His prior work experience includes large, complex projects for both public and private clients.
Greg Smith, P.E., has been named Senior Project Manager in Timmons Group’s public safety group. Prior to joining Timmons Group, Mr. Smith was a Senior Civil Engineer with The Pennsylvania State University Design Services Department in State College, PA. He has over 17 years professional experience, and received a B.S. degree in Civil Engineering from Pennsylvania State University.
Corey Garyotis joins Timmons Group’s team as a Project Manager in the stormwater group. Formerly with the Virginia Department of Conservation and Recreation, serving as the Floodplain Management Program Manager; designated as the NFIP State Coordinator for the Commonwealth, Mr. Garyotis received a B.S. degree in Agricultural Science from the University of Kentucky and a B.S. degree in Agricultural Engineering from Auburn University. With over 18 years experience, he has a broad range of expertise to include project management, engineering and planning for environmental, geotechnical and water resources projects.
D.J. Señeres, P.E. joins the Timmons Group team as a Senior Project Manager in the Greensboro, NC office.  Prior to joining Timmons Group, Mr. Señeres served as the Annexation Engineer for the City of Fayetteville, NC and has worked with environmental, hazardous waste and emergency response with Law Engineering. He is a registered Professional Engineer and holds an AAS in Mechanical Design and Drafting, a B.S. degree in Civil Engineering, Construction Option from NC State University and will be resuming a Master’s degree in Low Impact Sustainable Development at NCSU. 

Stephen Curtis has been named a senior supervising marine engineer in the ports and marine division of Parsons Brinckerhoff. Based in the firm’s Norfolk office, Mr. Curtis has over 31 years of professional experience and previously served as director of engineering and chief engineer for the Virginia Port Authority. He earned a B.S. degree in Civil Engineering from the University of Maine.

Chad R. Nixon has joined the staff at Hurd & Obenchain Inc. as an electrical engineer.

Resource International announced that Steven F. Church and Julia E. Groff have been promoted to Project Engineer IIIs, and Matthew T. Faris and M. Scott Courtney have been promoted to Vice Presidents, land development.

Laura Ferramosca has joined Joyce Engineering, Inc. as an auto CADD operator.

Joseph M. Cibor, P.E., president of Fugro Consultants LP, has been elected president of ASFE/The Best People on Earth, a not-for-profit association of geoprofessional, environmental, and civil engineering firms that employ some 75,000 technical professionals. Fugro Consultants LP is a 425-person geotechnics firm headquartered in Houston, TX. Mr. Cibor earned B.S. and M.S. degrees in civil engineering from Purdue University. He is also an alumnus of the Harvard Business School. Registered as a professional engineer in five states, Mr. Cibor is active in more than a dozen professional organizations. He also serves as president of the Engineers’ Leadership Foundation and as president of the Texas Council of Engineering Laboratories. Also active in the educational arena, Mr. Cibor is on the faculty of Rice University and is past chair of the External Advisory Council of the University of Texas School of Civil Engineering. Mr. Cibor is a recipient of Purdue University’s Civil Engineering Alumni Achievement Award.
Others joining Mr. Cibor on the ASFE Board of Directors are: President-Elect James K. Johnston, P.E. (PMK Group, Inc.); and Secretary/Treasurer Edmond D. Alizadeh, Esq., P.E. (Geotechnology, Inc.).
Directors are: David E. Lourie, P.E. (Lourie Consultants); James W. Martin, P.E. (AMEC Earth & Environmental, Inc.); Ronald M. McOmber, P.E. (CTL/Thompson, Inc.); and Michael V. Smith, P.G., C.E.G. (Earth Systems Services, Inc.).

Battelle is turning to a 30-year veteran of the United States Air Force to lead its regional efforts in Oklahoma and related work at the Oklahoma Air Logistics Center at Tinker Air Force Base. Richard N. Martin, DAFC (Ret.), began his duties as Regional Director out of Battelle’s Midwest City office on March 29. The new responsibilities come on the heels of his recent retirement from the Air Force. He retired as a GS-15 and most recently was the Deputy Commander of the 327th Bomber/Missile Sustainment Group at Tinker. Mr. Martin is a graduate of the University of Central Oklahoma and holds a master’s degree in public administration and a bachelor’s in political science. He also is a member of the DoD Acquisition Corps, certified to Level III in both Program Management and Acquisition Management. During his career, he received numerous awards including the Outstanding Civilian Career Service Award.

Dunbar Milby Williams Pittman & Vaughan has announced that Robert L. Smith is senior associate and Ronald A. Peron is a structural engineer in the Charlottesville office. ##
