Speight, Marshall & Francis, P.C., a structural engineering firm, is pleased to announce that Dennis Altman, Jr., P.E., S.E. has passed the Structural Engineering II (SEII) exam administered by the National Council of Examiners for Engineering and Surveying (NCEES). The SE II certification means that the engineer is well-versed and certified to design buildings to withstand extreme weather conditions such as earthquakes and hurricanes.

Michael Baker Jr., Inc. is pleased to announce that W. Forrest Robertson, P.E. has recently joined their Virginia Beach Office as Senior Project Manager. Prior to joining Michael Baker Jr., Inc., Mr. Robertson worked as a consulting engineer for the past 17 years and was a former employee of the City of Norfolk Utilities Department. During his 20-year engineering career, he has served a variety of clients in the federal, state and municipal arenas. He is experienced in planning, design and construction of water/wastewater systems as well as urban streetscape revitalization. He received his B.S. degree in Civil Engineering from Old Dominion University. A registered civil engineer in Virginia, he earned his RAM-W Vulnerability Assessment Certification in 2003.
Michael Baker Jr., Inc. is also pleased to announce that Jennifer L. Evans and Matthew Maxwell, project engineers in the Civil Engineering Department of Baker’s Virginia Beach office, have recently received their professional engineering licenses in the Commonwealth of Virginia.
Ms. Evans, a Structural/Bridge Engineer in the firm’s Transportation Department, received her B.S. degree in Civil Engineering from Old Dominion University. She has been employed with Baker for the past eight years, specializing in structural analysis, including the use of finite element structural software for use in modeling and analyzing bridge components.
Mr. Maxwell, a Civil Engineer in the firm’s Municipal Water/Wastewater Engineering Group, is a graduate of the U.S. Naval Academy with a B.S. degree in Ocean Engineering. He also holds a Masters degree in Environmental Engineering from Old Dominion University. Mr. Maxwell specializes in public and private utility relocation/adjustment design, hydraulic facility design, evaluation and rehabilitation of sanitary and storm sewer systems, and drainage analysis and design.

Draper Aden Associates is pleased to announce that Lori C. Livingston has joined the Blacksburg Environmental Team as Staff Geologist. Ms. Livingston has a M.S. degree in Environmental and Engineering Geosciences from Radford University and a B.A. degree in Geology with Sustainable Development minor from Appalachian State University. Her experience includes support of large-scale building and infrastructure projects, as well as completion of stand-alone environmental projects. Projects have required coordination with federal, state, and local government agencies in five southeastern states and regulatory programs, such as solid waste, voluntary cleanup, and petroleum programs. Specific areas of experience include groundwater quality monitoring; petroleum storage tank remediation; wetland permitting; brownfield remediation and redevelopment; landfill gas monitoring and system design; and stormwater and erosion control.

The law firm of Troutman Sanders LLP is pleased to announce that W. Jerrold Samford, P.G., has joined the firm’s Richmond, VA, office as an Environmental Compliance Specialist in the Environmental and Natural Resources practice group. Prior to joining the firm, Mr. Samford was, for nearly 19 years, the Senior Consultant in charge of environmental services for Virginia Geotechnical Services, P.C. He was responsible for regulatory compliance with CERCLA, RCRA, solid waste, brownfield, and other issues. Currently serving as the President of the Institute of Brownfield Professionals, Mr. Samford is a Fellow and Past President of ASFE: The Best People on Earth. He holds a B.A. degree in Geology from The College of William and Mary and a M.S. degree from Virginia Tech.

Hayes, Seay, Mattern & Mattern, Inc. (HSMM), announces the assignment of Bill Clendenin, P.E., FPE, LEED® AP to a Regional Market Director position for the Roanoke office of HSMM’s Building Division. As Regional Market Director, Mr. Clendenin will be responsible for maintaining and expanding client relationships, as well as managing and overseeing projects within the Healthcare and Science market segment. Joining HSMM in 1985, he earned his B.S. degree in Mechanical Engineering from West Virginia University. A U.S. Green Building Accredited Professional, he is a member of the American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE), the Society of Fire Protection Engineers (SPFE), and the American Society of Healthcare Engineering (ASHE).

McKim & Creed announces the following professionals have joined the firm’s Virginia Beach office:
Neal Leonard comes to the firm as a senior land development designer. He attended Virginia Tech, where he studied architecture and urban studies. He has 14 years’ experience with engineering firms, and previously worked with BECO Construction as a project manager.
Gary Lewin, E.I.T., has joined the firm’s engineering staff. He is a graduate of Virginia Military Institute and Virginia Tech, where he earned his undergraduate and graduate degrees in civil engineering, respectively.
Will Morris, a graduate of Old Dominion University, has joined the firm as a land development designer. Prior to joining McKim and Creed, he worked with Horton & Dodd Engineers and Surveyors.

Bowman Consulting is pleased to announce the promotions of Martin Crahan, A.I.C.P. and Justin Mahlmann, P.E. to principal.
Mr. Crahan, who has been with the firm since 2004 as Director of Planning for the Prince William office, brings more than 30 years of extensive knowledge in land development, design and planning in the Washington Metropolitan region. Having been involved in local governmental planning for over 15 years, he understands how to work with local governments and citizen groups and has formed strong alliances with members of the political arena. He has an Architecture degree from The Ohio State University.
Mr. Mahlmann, who joined the firm over five years ago, has over 10 years of engineering experience. As branch manager of the Prince William office, he oversees the day-to-day operations to include project delivery and business development. He holds a Civil Engineering degree from The University of Virginia.
Bowman Consulting is also proud to announce the successful certification of two of its employees. Carolyn Weber has become a licensed Professional Engineer and Curtis Cox has become a Licensed Surveyor. Both are certified in the Commonwealth of Virginia.

Erol Aydar, P.E. has been promoted to Senior Associate. He has been with the firm’s Structural Department for ten years. Mr. Aydar’s recent projects include the Virginia Museum of Fine Arts Renovation and Expansion and new U.S. Embassy Compounds in Kabul, Afghanistan and Tashkent, Uzbekistan.
William Goode, Jr., P.E., LEED® AP has been promoted to Associate. A member of the firm’s Civil Department for four years, his recent projects include the Virginia Museum of Fine Arts Renovation and Expansion and New Office Annex buildings for U.S. Embassies in Bogota, Columbia and Tirana, Albania.
Patrick Harrigal, P.E. has been promoted to Associate. He has been with the firm’s Mechanical Department for three years, and his recent projects include new U.S. Embassy Compounds in Kigali, Rwanda and Khartoum, Sudan as well as Millennium Village, living facilities for U.S. airmen, at the Al Udeid Air Base in Qatar.
Robert McAtee, P.E., CEM, LEED® AP has also been promoted to Associate. Mr. McAtee has been with the firm’s Mechanical Department for three years. His recent projects include a New Office Annex for the U.S. Embassy in Bogota, Columbia and Millennium Village, living facilities for U.S. airmen, at the Al Udeid Air Base in Qatar. As a Certified Energy Manager, Mr. McAtee is working on the firm’s Technical Assistance Project with the U.S. Navy for their Energy Awareness Program.
Steve Schmidt has also recently been promoted to Associate. Mr. Schmidt is the firm’s Controller and has been associated with Hankins and Anderson for three years.

Craig Newton, P.E. has been promoted to Senior Vice President. He has been with the firm for 12 years and is the Principal Mechanical Engineer responsible for all mechanical engineering services provided by the firm.
Dennis Standbridge, PMP has also been promoted to Senior Vice President. He has been with the firm for 18 years. Mr. Standbridge is the Director of Operations for Hankins and Anderson, responsible for managing daily office functions and work production.
Boushra Hanna, P.E. has been promoted to Vice President. He has been with the firm 18 years and is the Chief Electrical Engineer responsible for all electrical engineering services and staff.
Benjamin Lilly, P.E. has also been promoted to Vice President. Mr. Lilly has been with the firm 12 years and is the Chief Civil Engineer responsible for all civil engineering services and staff.

MMM Design Group is proud to announce the following:
Billy R. Jenkins, P.E. has been promoted to Executive Vice President; Don M. Gay, P.E., has been appointed to the Board of Directors; and Brian A. Turner, P.E., LEED® AP, and Eugene D. Thayer, P.E., have been named Associates.
Mr. Jenkins has been a member of the firm’s professional staff for 20 years. He is currently a member of several professional and technical engineering societies; among them are NSPE, VSPE, SAME, ACI, ASCE, AISI, and ASTM.
Mr. Gay’s professional experience spans 25 years and includes the mechanical engineering design of a wide diversity of projects. He also is a vice president at the firm.
Mr. Turner has more than seven years of experience in sizing and designing mechanical systems for universities, secondary schools, military facilities, jails, industrial facilities and public housing. A LEED® Accredited Professional, Mr. Turner earned his BSE degree in Mechanical & Biomedical Engineering from Duke University.
Ms. Thayer, a graduate of Virginia Tech, has more than 30 years of civil engineering design experience, including site planning, storm drainage design, utility design, and pump station design.

Pete van der Have has accepted a senior consultant position with Facility Engineering Associates, P.C. (FEA). Previously, Mr. van der Have led a staff of 600 at the University of Utah, progressing literally from the ground floor of the organization to the position of Assistant Vice President for Plant Operations, prior to his retirement in June. Mr. van der Have has over 37 years of facilities management experience, particularly in higher education. He has been a key player in ADA planning and mitigation, and served on the governor’s task force for the development of energy efficient design standards for the state of Utah.

Timmons Group is pleased to announce the addition of several new staff members:
Mike Marshall joins the firm’s Site Development group as Project Engineer I. Mr. Marshall received his B.S. degree in Civil and Environmental Engineering from Virginia Tech. His past work experience includes an internship with James City Service Authority where he reviewed detailed plans of new county construction projects for proper placement of water and wastewater lines, and led a utility-wide self assessment improvement program.
Nick Jancaitis joins the firm’s Site Development Group as Landscape Architect. Mr. Jancaitis comes to Timmons Group from AES Consulting Engineers where he was a Landscape Architect Intern and Associate Landscape Architect. He received his Bachelors of Landscape Architecture from Virginia Tech.
Susan Okalebo joins the firm’s Stormwater group as Project Engineer II. Ms. Okalebo comes to Timmons Group from LandDesign in Charlotte, NC, where she served as Project Engineer working on civil and site development projects. She received her undergraduate degree in Civil Engineering in her native Kenya, subsequently traveling to Australia where she received her Masters degree in Environmental Engineering.

KCI Technologies Inc., a Maryland-based consulting engineering firm with offices in the Northeast, Southeast and Mid-Atlantic, has promoted Joseph J. Siemek, P.E., to senior vice president. With 28 years of experience in the planning, design and construction of public works infrastructure, Mr. Siemek oversees three public and subsurface utilities divisions in KCI’s Mid-Atlantic Region. He will continue operating out of the firm’s corporate headquarters in Hunt Valley. He received a bachelor’s degree in environmental engineering from Johns Hopkins University in 1978 and a master’s in business administration from Loyola College in Maryland in 1987.

The International Code Council (ICC) Board of Directors promoted the association’s Chief Operating Officer, Rick Weiland, to the position of Chief Executive Officer. He will succeed James Lee Witt. Mr. Weiland, who has been ICC’s COO for the past three years, has more than 20 years experience working in the public sector and not-for-profit world as a Regional Director of the Federal Emergency Management Agency, State Director and Senior Advisor to former U.S. Senator Tom Daschle, and as a State Director for the American Association of Retired Persons.

James L. Withiam, Ph.D., a principal of D’Appolonia (Monroeville, PA.), has been elected chairman of the Terra Insurance Company board of directors. The announcement was made by Terra President and CEO David L. J. Coduto. Terra specializes in professional liability insurance for geoprofessional, environmental, and civil engineering firms. Dr. Withiam, who succeeds Jerome C. “Jerry” Neyer, P.E., became a Terra director in 2001. He is a graduate of Syracuse University, where he earned B.S., M.S. and Ph.D. degrees in civil engineering. Dr. Withiam joined D’Appolonia in 1978, where he is responsible for management and technical direction of the firm’s geotechnical projects and research studies. ##
