Third NODA Issued - Energy Conservation Standards for Commercial and Industrial Fans and Blowers

The Department of Energy (DOE) has issued a pre-publication third notice of data availability (NODA) regarding energy conservation standards for commercial and industrial fans and blowers. This document updates the DOE analysis to include impacts of potential energy conservation standards for fans based on term sheet recommendations, stakeholder concerns expressed during the negotiations, and to request feedback on specific issues. The most significant changes include the augmentation of data used in the May 2015 NODA (2nd NODA) to better account for fans made by companies that incorporate those fans for sale in their own equipment; the augmentation 2nd NODA data to represent additional sales of forward curved fans, which were previously underrepresented; and the inclusion of OEM equipment conversion costs. Accompanying DOE spreadsheets used for analysis (engineering, lifecycle costs, national impacts analysis, and the Government Regulatory Impact Model) have been updated and their respective results are available in the docket.

A comment period has not been specified in the pre-publication version; however, it is likely to be 30 days from the date of publication in the Federal Register. DOE also recently announced that the Test Procedure Notice of Proposed Rule is planned to be released before the end of 2016, with a public meeting to follow in the first quarter of 2017.
