Girard Engineering, PC, a leading mechanical/electrical consulting engineering firm, has announced the following promotions:
Larry Beam, P.E. to president. He has been with the firm for over 23 years and previously served as a principal with the firm. Mr. Beam succeeds Richard A. Girard, P.E., who founded the firm in 1978 and will continue to serve as chairman of the board. Mr. Beam has designed electrical power distribution and life safety systems and managed overall building mechanical/electrical design for several of the Washington metropolitan area’s landmark commercial and government buildings. He is a graduate of Penn State University, and holds a Bachelor’s degree in Architectural Engineering.
Doug Menchhofer, P.E. has been promoted to the Head of the Mechanical Engineering department. Mr. Menchhofer holds a Bachelor’s degree in Architecture from the University of Tennessee. He is a member of the American Society of Heating, Refrigerating & Air-Conditioning Engineers.
Daniel J. Dent, P.E. has been promoted to Chief Mechanical Engineer. Mr. Dent holds a Bachelor’s degree in Mechanical Engineering from The Catholic University of America. He is a member of the American Society of Mechanical Engineers and the American Society of Heating, Refrigerating & Air-Conditioning Engineers.
David C. Ullmann, P.E. has been promoted to Chief Electrical Engineer. Mr. Ullmann holds a MBA degree from George Washington University and a Bachelor’s degree in Electrical Engineering from Duke University. He is a member of the Institute of Electrical & Electronics Engineers and the Illuminating Engineering Society.
J. Andrew Marusich, P.E. has been promoted to Head of the Electrical Engineering department. Mr. Marusich holds a Bachelor’s degree in Architectural Engineering from Pennsylvania State University.

Bury+Partners is pleased to welcome Brad Harwick to their team as the Senior Director of Marketing. Mr. Harwick joins them with over twelve years of management experience in marketing,strategic planning, business development and media/public/community relations. Prior to joining the firm, he was the Marketing and Business Development Manager at Vinson & Elkins LLP. He received a BBA degree in Marketing from Texas A&M University and a MBA degree in Management from St. Edward’s University.
Jerry Peaks, P.E., a graduate of Virginia Tech, previously employed by the Virginia Department of Health, has joined Bury+Partners bringing with him over 35 years of water and wastewater engineering experience. Mr.Peaks’ multi-faceted role will include leading business development efforts in the Public Sector arena, maintaining a quality control position reviewing water projects, and managing water supply planning issues and health department loan/grant funding for construction and planning projects.
Ken Baybutt, Principal with Bury+Partners-Virginia, has assumed a Managing Principal role in the firm’s Williamsburg office. Mr. Baybutt began his tenure with Rickmond Engineering, Inc. in 1996, prior to their acquisition by Bury+Partners in 2004. With a B.S. degree from VMI, a Masters degree from Southern California University and over 25 years of experience in the industry, he will be responsible for office operations and the technical and administrative direction of all projects. Mr. Baybutt has managed all water and wastewater facilities design and project work for the past ten years. His prior experience in the water and wastewater field at the Virginia Department of Health gives him valuable insight into developing sound vital solutions tailored to meet client’s needs.
Darrell Rickmond advances into a regional Business Development role in Bury+Partners’ Williamsburg office. Mr. Rickmond, Managing Principal-Business Development, the Williamsburg office manager since 1984, will now be taking a more active role in business development and acquisition endeavors for the company in Virginia and the mid-Atlantic States.

Draper Aden Associates is pleased to announce that Scott Adam Schiller, P.E. has joined their staff as Senior Project Engineer on the Richmond Utilities Engineering Team. Mr. Schiller has over 8 years of utilities experience, including water and wastewater studies and designs; municipal and industrial wastewater treatment plant design; wastewater pumping station design; and stormwater collection systems. He graduated from Bucknell University in Lewisburg, PA, with a B.S. degree in Civil Engineering.
Draper Aden Associates is also pleased to announce that David B. Tillar, Jr., P.E. has joined their staff as Senior Project Engineer on the Richmond Site Planning and Engineering Team. Mr. Tillar has over 11 years of experience in the design of federal, state, municipal and private projects including site planning; drainage, sewer, and water system design; erosion control plans; stormwater management facilities; and Best Management Practice Facilities as well as general structural engineering. He graduated from The Virginia Military Institute with a B.S. degree in Civil and Environmental Engineering.

Koontz-Bryant, P.C. recently announced the following new additions to their staff:
John Charles Sessoms has joined as a Staff Engineer in the Residential Engineering Department. Mr. Sessoms is a graduate of VA Tech, where he received his degree in Mechanical Engineering.
Eric Rosser has joined as a Staff Engineer in the Residential Engineering Group. Mr. Rosser is a graduate of Old Dominion University, where he received his degree in Civil Engineering. He comes with four years of industry experience and is formerly of the Virginia Department of Transportation.
Garrett Blake has joined as a Staff Engineer in the Residential Engineering Group. Mr. Blake is a graduate of Old Dominion University, where he received his degree in Civil Engineering Technology. He comes with three years of industry experience and is formerly of C. Allan Bamforth Jr., Engineers – Surveyors.
Hai Dinh has joined the firm’s staff as a CAD Technician in the Residential Engineering Group. He is a graduate of the Hermitage Technical Center.
Jared Williams has joined as a Project Engineer in the Commercial Engineering Group. Mr. Williams is a graduate of Old Dominion University where he received his degree in Civil Engineering. He has two years of industry experience and was formerly with Professional Service Industries.

Jeffrey S. LaVelle, LS, has recently passed the Virginia Professional Surveyors’ exam and is now a Licensed Surveyor. Mr. LaVelle is a Survey Design Group Manager and has been with the company for 12 years.
William W. Walter, III, P.E. has recently passed the Virginia Professional Engineer exam. Mr. Walter is a Project Manager in the Commercial Engineering Group and has been with the company for 5 years.

Patton Harris Rust & Associates (PHR+A) is pleased to welcome Peter Steele to the Transportation Planning Department in the firm’s Chantilly office. Mr. Steele joins the firm as a Senior Transportation Planner and brings with him nearly twenty years of experience in transportation engineering and planning. Mr. Steele’s background includes working with the State Road Authority in Sydney, Australia, as well as with Prince William County, VA. In addition to a Masters Degree in Urban and Regional Planning from the University of Adelaide, Adelaide, Australia, he also earned a Masters Degree in Management from the University of Technology in Sydney, and a Graduate Diploma in Transportation from the University of New South Wales, Australia.
PHR+A also welcomes Thomas Smith who joins the firm as it’s new Director of Human Resources. Mr. Smith brings with him over 25 years of direct industry experience and is certified with the Human Resource Certification Institute as a Senior Professional in Human Resources (SPHR). Mr. Smith earned his B.S. degree in Business Management from Indiana University of Pennsylvania.
PHR+A is also pleased to announce that Younes Bellamqaddam, P.E., has recently received his Professional Engineer designation in the Commonwealth of Virginia. Mr. Bellamqaddam received his B.S. degree in Civil Engineering from the University of Maryland and currently serves as a Senior Project Manager in the firm’s Chantilly office.
Katherine Gabrysch, a Design Engineer in the firm’s Chantilly office, has passed the qualification exam and has obtained her Engineer-in-Training (E.I.T.) certification in the Commonwealth of Virginia. Ms. Gabrysch graduated from Virginia Tech where she earned a B.S. degree in Civil Engineering.

Kevin Shreiner, of The Engineering Groupe, Inc., recently received certification as a Licensed Land Surveyor in the Commonwealth of Virginia. Mr. Shreiner is the firm’s Director of Survey for their South (Fredericksburg) office and has twenty-two years experience in civil engineering, land development, survey, and transportation engineering.

Hayes, Seay, Mattern & Mattern, Inc. (HSMM), has announced promotions in the firm’s Roanoke office. J. Scott Hodge, P.E., regional manager, and Steve Sowder, AIA, project manager, have been promoted to Senior Vice President; Sandra Workman, corporate director of communications, has been promoted to Vice President; and Leon Vorst, P.E., CEM, project manager, has been promoted to Assistant Vice President.
Mr. Hodge, a civil engineer, is responsible for the overall operations of the Roanoke Office Transportation Division. He has over 26 years of experience in the design and management of various bridge and highway projects; location studies and environmental impact statements; as well as industrial park layout and infrastructure design.
Mr. Sowder began his professional career at HSMM as a project architect, joining the firm’s staff in 1985. Since 1997, he has served as a project manager on major planning and design projects for HSMM.
Ms. Workman, corporate director of communications, is responsible for the firm’s marketing, communications, public relations, and internal training activities. She graduated from East Carolina University with a B.S. degree in Industrial Arts and joined HSMM in 1997.
Mr. Vorst, joined HSMM in 1979 as a senior mechanical engineer. He has served as a lead engineer and project manager for large building projects requiring the coordination of many engineering disciplines and interacting systems.
HSMM also announced that George S. Kaline III has joined the staff in the firm’s Virginia Beach office as a drafting/design technician.

Jordan Consulting Engineers has announced that Andrew O. Jordan has become a Professional Engineer in the Commonwealth of Virginia and Clarence “Jay” Meade is now a land surveyor in training.

Balzer and Associates, Inc. has announced that Randall Tritt is a Professional Engineer in the Commonwealth of Virginia.

Richard Polo has joined Hurd and Obenchain, Inc. as a mechanical engineer.

KCI Technologies Inc., a Maryland-based consulting engineering firm with offices in the Northeast, Southeast and Mid-Atlantic, has promoted G. Scott Lang, P.E., CCM, to senior vice president and appointed him head of its construction management group. Mr. Lang will continue operating out of the firm’s corporate headquarters in Hunt Valley. He joined KCI in 1999 as a project manager in the company’s marine structures and diving division after retiring from active duty with the U.S. Navy Civil Engineering Corp. A naval officer for eight years, he oversaw construction management projects for the Department of Defense in Europe and the United States. Mr. Lang received a Bachelor’s degree in civil engineering from Cornell University in 1982 and a Master’s in ocean engineering in 1991.

In support of its strategic plan adopted earlier this year, The American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) has hired the following staff to oversee its marketing, certification and advocacy efforts:
Jeff Dimond has been named marketing director. Mr. Dimond has some 24 years of communications management experience. Before joining ASHRAE, he served as director of marketing and communications for Conway Data Inc., Norcross, GA. Mr. Dimond has a MBA degree in athletic administration/marketing from the University of Arizona and a B.A. degree in political science/journalism from the University of Alabama.
ASHRAE also has hired Joyce Abrams as manager of certification. Before joining ASHRAE, she was an assistant vice president in the education and training division of LOMA where she oversaw the design and development of credentialing programs, courses and course materials and managed the development and/or production of up to 35 college-level textbooks or online courses a year. She has a M.S. degree in mass communications from Indiana University, and a juris doctorate and a B.A. degree in journalism from the University of Georgia.
The Society also has hired Doug Read as program director of government affairs. Mr. Read served as manager of government relations, compliance and regulatory affairs for the National Electric Manufacturers Association (NEMA), where he developed strategies for interface with government bodies to ensure support of electrical industry safety, environmental and trade policy. He has a M.S. degree in human resource and organization development from the University of Maryland and a B.S. degree in industrial engineering from State University of New York. ##
